Rear Admiral Adams is the Commander of Naval Medical Center, Portsmouth and the Lead Agent for the TRICARE Mid-Atlantic Region.

A native of Cleveland, Ohio and a graduate of Baldwin Wallace College with a Bachelor of Science in Chemistry, Rear Admiral Adams received his Navy commission in February 1973 and his Medical Degree from the Chicago College of Osteopathic Medicine in 1976. Rear Admiral Adams is also a graduate of the University of Oklahoma with a Master of Public Administration.

Immediately following internship and completion of Undersea Medicine in Groton, Connecticut. Rear Admiral Adams served as the Submarine Group Six Medical Officer (USS ORION) in Charleston, South Carolina in 1978. Upon completion of a Family Practice residency at Naval Hospital, Charleston, Rear Admiral Adams was assigned to Naval Hospital, Camp Pendleton, California, as coordinator of Family Practice at the Del Mar Clinic.
 
Rear Admiral Adams returned to the Submarine Force on the Commissioning Crew of the USS GEORGIA, SSBN 729, in 1984, moving from Groton, Connecticut, to Bangor, Washington. In 1985, he assumed the position of Medical Corps Distribution Officer at the Bureau of Naval Personnel. While serving in this capacity, he was selected for a position in the Office of the Attending Physician, United States Congress, Washington, DC.
 
In 1989, Rear Admiral Adams attended George Washington University in Washington, DC, completing residency training in Anesthesiology, followed by a one-year tour of duty at the National Naval Medical Center, Bethesda, Maryland. Transferring to U. S. Naval Hospital, Okinawa, Japan, in 1992 his assignments included Department Head of Anesthesia, Director of Surgical Services, and in October 1994 he was appointed to the position of Executive Officer. Rear Admiral Adams has also served as Commanding Officer of Naval Hospital, Beaufort, South Carolina from July 1996 to August 1999 and Naval Hospital Naples, Italy from September 1999 to August 2000.
 
In addition to being a Fellow of the American College of Healthcare Executives and the American Academy of Family Practice, Rear Admiral Adams is a Diplomat of the American Board of Anesthesiology and the Osteopathic Board of Family Practice. His professional memberships include the American Osteopathic Association, Association of Military Osteopathic Physicians and Surgeons (Past President), Council on International Osteopathic Medical Education, a Representative on the American Osteopathic Council on Government Affairs, American Society of Anesthesiologists, and Association of Military Surgeons of the United States.
 
Rear Admiral Adams' military awards and decorations include the Legion of Merit (three awards), Navy Commendation Medal, Navy Achievement Medal, Meritorious Unit Commendation medal (two awards), National Defense Medal, Navy/Marine Corps Overseas Ribbon (4 awards), Rifleman Medal, the Submarine Medical Insignia, and the Diving Medical Insignia.
